[lojban] restrictiveness: subordinate bridi (clause) vs main bridi

¿Which NOI would you use to combine this couple of bridi

  lo gerku cu blabi .i ri cadzu

, such that

  a) lo gerku noi blabi cu cadzu

or

  b) lo gerku poi blabi cu cadzu

In other words: What would be the default implicit restrictiveness of
the main bridi, if any?
