Your examples are for metaphorical or mnemonic extensions of the literal meanings. They aren't the result of a single operation.

For instance in English (White * House) is the place where the
President of USA works, whereas (white & house) is just one house that
happens to be of white color.

In a similar fashion (black * bird) is a blackbird, while (black &
bird) is a black bird, that is, a bird which is black.

This is not lojban, but perhaps should be :  in a compound word x-y-z
where x is a color word, we don't know it is a (y-z) that is x, or a z
that is (a y that is x).
