Speaking from experience with Wikipedia, not specifically the
lojban.org wiki:

Wikipedia is conservative about blocking ip addresses, even
when they have a demonstrated outburst of spam/vandalism.

That community has created a large number of tools to revert
and cleanup problems, and defaults to soft-security.  Including
the sometimes ridiculous of giving a stern warning on the talk
page of an IP address in the process of vandalism.

Wikipedia likely has a greater need for a 'default-open' policy
than lojban.org, but I do think the ban-hammer should be a last
resort, with prevention and development of better cleanup tools
our higher priority.

The tension being of course: how much spam are you willing to
prevent if it turns away a legitimate users?  I mentioned the
Where Are Your Keys? wiki already, and I went to default-closed
there: you gotta e-mail me for an account, and that doesn't affect
the 3 people that are 99% of the edits there.
