I don't have enough time right now to suggest words, but I can
highlight what is important in the names. I'll return with some
suggestions.

For "katniss" I would use a cmevla based on the latin species name.
The meaning of the word does not have a great enough symbolic
importance you should make a distracting lujvo, I think.
"Muttation" needs to be based on something about genetics and also
something about beasts. I would zi'evla it. Something like the short
form "Mutt" should also be able to be made easily.
"Tracker jacker" should be something that rhymes, or at least which
sounds good to say. It's important to have the "chasing" part of the
name, and the similarity between "jacker" and "hijacker" also becomes
important later in the book series. It's probably less important that
"jacker" resembles "yellowjacket".
"Nightlock" can be translated freely, since I don't think the name has
any important connotation, besides some omnious name.
"Mockingjay" is really tricky, since it's a combination of
"jabberjay" (which also needs to be translated, I guess), and
"mockingbird". However, the meaning of "to mock" is also important to
the name - but a name based on the Latin name of Mockingbird will ruin
any connotations of mocking. Perhaps some pseudo-species-name with
ga'i?
"Grooseling" simply needs to have some resemblance of "grouse" and a
diminuitive.
