Well, yes and no.
Or course, one can say that a chair is something to sit on, but when
the language is specified in such a way that a chair is encoded as a
"to-sit-on-thing" in its morphology itself, a big part of the
definition process is automatized and thus, "silly".
Remains only the pragmatic import, not the semantic one.
So that a lojban encyclopedia makes sense, but not really a lojban dictionary.
