The inner quantifier is part of the name, so it means "The Nine Pintupi", but it doesn't tell us how many there are. They could carry them individually, but we don't know.

You can force distributivity with an outer quantifier: "ro la so pintupi".
To make it explicitly collective, you could say "lu'o la so pintupi".
In both cases, we don't know how many pintupi there are.
