As pierre said some special symbols are not letters such as stop sign . and so on...
 
And the y'y in fact not symbol but letter, so there is doubt about the correct order of it in alphabet.
 
May there is diffrent alphabet and the all is true as selpa'i  said.
 
But should that be one standared alphabet as aionys said.
 
But I stand initialy on based the vocabulary in this page

is arranged such as that but the problem what is the sure position of y'y within the alphabet.
