This phenomenon has been shown to be universal, actually. The more people there are who /could/ do something, no matter what it is, the less likely anyone /will/.

I don't remember any of the actual studies off the top of my head- it's been awhile since my psychology class- but I do remember that if you're getting beat up in an alley, it's much more likely that someone will come to your aid if three people see it happening than if 30 do.

This is why, in real life, you should never shout "Somebody call 911!" to a crowd of people, because everyone will assume someone else is doing it and so no one does. It's a much better idea to either do it yourself, or failing that, single some one out and shout "You there in the red shirt, call 911!" (Or some other uniquely descriptive identifier.)

In any case, this is not the reason for my not coming forward. My reason is simply that I'm not deeply enough involved to want to.

 

I was looking for someone to
actually take some responsibility for this function, on a personal
level.

"Many hands make light work" has been *staggeringly* unsuccessful
around here.
