No; {.ei} refers to the *speaker's* obligation.

In my opinion, attitudinals express the speaker's feelings or opinions on a matter, but they need not be directed at the speaker. In "You should eat" it is the speaker who thinks that the other person should eat, but it's still about the general situation, not about themselves, if that makes sense. It's the speaker's opinion about a situation, whether or not that situation involves them.
