For "one part in 144", the Lojban {li pa pa'i pavovo} means "the number 1:144", or "The number ratio one in 144", and for "1/144", {li pa fi'u pavovo}. or "The number 1-divided-by-144", "The numerical fraction 1 over 144".
If you're more interested in working in base 12, you can say something like {li pano ju'u gai} and {li panono ju'u gai} and so forth. You can use {li gai} for 12, but it doesn't generalize to a gross nicely... unless you literally say "12×12" or 12²: {li gai pi'i gai} or {li gai te'a re}
