[lojban] I want to start a new conlang. Some suggestions on organization?

I want to start a new conlang (a Toki Pona derivative). I want it to be based in community almost from the start. What systems could be useful?
I think about:

* a discussion group (Google Group?)
* online documentation easy to edit collaboratively (Google Drive?)
* an issue tracker (to track issues and assign tasks)

What do you think? Textbooks, official site and such are for later, we don't even have the name yet.
