If you can get a server:
* You can host your own group (either mailing list using mailman if you want simplicity or Discourse if you want something more flashy and featureful are my recommendations)
* You can host your own wiki (mediawiki, e.g., or tiddlywiki if you have weird tastes)
* Bugzilla has a nice issue tracker

In the more likely event that you can't, I'd stay away from google drive; I haven't had good experiences using it for collaborative editing. You might want to see if github provides what you want (it has a wiki and an issue tracker which can sometimes substitute for a discussion group).

What do you think? Textbooks, official site and such are for later, we don't even have the name yet.
