What would be the semantic difference between {lo SELBRI be TAG SUMTI}
and {lo SELBRI pe TAG SUMTI}?

I interpret {pe TAG SUMTI} as {poi TAG SUMTI co'e}. So:

lo SELBRI be TAG SUMTI : zo'e noi ke'a SELBRI TAG SUMTI
lo SELBRI pe TAG SUMTI : lo SELBRI poi TAG SUMTI ke'a co'e

The difference can be very minor when {co'e} refers back to the selbri to the left of it, but it's also very flexible because it can be vague in how the {poi}-clause is related to the SUMTI (the relation being {lo ka co'e}). And it works on any sumti, unlike {be}.

  (1) lo mlatu pe ca lo prulamdei cu me lo jbixa'u moi
      "The cat [that we saw] yesterday is the neighbour's [cat]."

Whereas:

  (2) lo mlatu be ca lo prulamdei cu me lo jbixa'u moi
      "The cat that catted yesterday is the neighbour's [cat]."
      (or: "That which was a cat yesterday is the neighbour's [cat].")

So {pe} has a wider semantic range by involving a seperate implicit bridi.
