[lojban] official status of dotside?

This arose in comments to a tatoeba sentence. I was pointed that {.ken.} doesn't need a front dot, i explained that it's dotside and i was suggested to somehow tag such *disputed* sentences.

How can we know that dotside is not disputed? Has it ever been given official sttus?
