[lojban] Tag compounds' semantics

Is { broda ri'u vi ko'a } equivalent to { broda ri'u zo'e vi ko'a } or
to { broda ri'u ko'a vi ko'a }?
In other words, is {ri'u vi} --and {pu zi} and the similar tag compounds
for that matter-- considered semantically as a single tag (whose argument
is shared by the two tag members), or as two standalone tags?
