[lojban] loqban alphabet for Lojban has been puplished

The loqban writing system for Lojban has been published. 

It uses 26 characters of ISO 10646 Basic Latin. 

Diphthongs use <w> and <j> (aj, aw, ej, oj, ja, je, ji, jo, ju, wa, we, wi, wo, wu, jy, wy). 

<h> is used in place of <'> for IPA /h/. 

<q> is used for IPA /ʒ/, <c> for IPA /ʃ/ and <y> for IPA /ə/. 

This writing system increases the agreement with IPA. It allows for a Lojban pronunciation of 1 000 000+ taxon names used in scientific naming of biota, without changing their spelling. 

It can also be used to spell names like .johan zebastjan bax., .pjotr iljitc tcajkovski. and .dqenghis xan.
