Compendium <http://compendium.open.ac.uk/institute> looks like the

Elephant was intended to.
bCisive Online is a hosted solution that costs anything from $0 for up
to 3 users to $175 a month for 25 users. Not exactly suitable for a
broad-based group.
But Shapado looks to me like remembering questions and answers,
not remembering debated issues and how they were resolved, which is
Elephant's remit. Still, the need for that is pretty much gone in the
Lojban community: we are no longer designing the language.
