Yes.

It's not a mere hollow translation, for I think that the underlying
logic involves an incomplete proposition -- a proposition with
empty slots that would have to be filled to make it truth-evaluable
-- and the proper way of marking an empty slot is to use ce'u.
Also, I found from my last foray into lojban writing that it was
desirable not to use {du'u ce'u} and instead use {ka ce'u} and
reserve {du'u} for the ce'u-less variety, and operate a rule
that a ce'u belongs to the localmost ka or du'au.
