I wouldn't have an x3 there. I'm trying to figure out how the x3 is
meant to be used.

A number: "li pa", "li re", etc.

No, it's a number (or some other quantifier, as "li so'i"), not a
person. "merli" has a person in x1 for the one doing the measuring.

"klani" is the general measure word. All measure words have a number in x2.
