That parses as {lo (lirmidju be li 1990 be'o) dekna'a}, "the decade of the 
early-middle of the number 1990". You could say {lo lirmidju be le 199moi 
dekna'a} or, as xorxes was saying, {lo lirmidju be lo me li 1990 dekna'a}. 
The purpose of {me} is to convert {li 1990}, which is a sumti, into a selbri, 
so that it can make a tanru with {dekna'a}.

'j' and 'p' can't abut in a Lojban word. It should be {lirmijypau}.
