Not exactly.  If you translate something, you're not creating a *new* work,
you're creating a derivative work.  If the original is still in copyright,
then only the copyright holder has authority to create a derivative work.  If
you translate something that is in the public domain (what's left of it),
then your translation is your own creation, and you have the copyright for
that.

At least, that's my understanding.  IANAL, and all the standard disclaimers.
