It depends who you ask. If you ask me, no.

In fact, with "ta" it makes very little or no difference but if there
was a quantifier then it would make a difference. Consider this
sentence to see why I don't think {na} can scope backwards:

   su'o da na renro lo cutci gi'e karnypre
   Someone (doesn't throw a shoe) and (is a journalist).

{na} can't have scope over {su'o} there without making a big mess with {gi'e}.
