The definition of "cnino" includes "x1 is unfamiliar to observer x2
..." as well as "x1 is new to observer x2 ...". And we can assume that
"unfamiliar" in this sense is the same as "unknown". In view of this,
if X is unknown, X must be new in the sense that it is unfamiliar i.e.
"cnino". I think what you mean by "new" in your comment is "citno".
"facki lo citno" is not be pleonastic. But "facki lo cnino" is.
