Except in the extremely rare and rather pointless case of an empty
universe, yes.

That exception is the key point of question:

Specifically, in the restricted case,
(assuming there are no cat-dogs in the universe) what does {ro da poi ke'a gerku je mlatu cu broda} mean? Is it false, true, meaningless? I'm aware that this is related to the "lo no" discussion, but I think this is slightly more basic and answerable.
