I'm not sure what the sense of the word "to" is that you're looking for. "to" in english can be used in many different contexts.
For that matter, what does "bless you" mean? Like, what you say after a sneeze? I'm not sure what the conventional post-sneeze comment is in lojban. If that's what we're talking about then I still like {ko kanro} best ;)

The phrase in various languages I know (and, for my fun, literal
lojban translations):
English - "Bless you" - {cesri'a do}
Russian - "будь здоров" - {ko kanro}
French - "À tes souhaits" - {tezu'e lo do selpa'a}
Hebrew - "לבריאות" - {tezu'e le kanro}
(If anyone knows of a better translation of the vague "to" than
{tezu'e}, I'd appreciate knowing.)
