denpa prenu

"x1 {na'e denpa prenu}" means that x1 is something but not a waiting person.
Not at all that the object doesn't wait for people.

Neither time nor tide waits for any man/person.

NEITHER-NOR is NOT-AND-NOT, so its equivalent is {na.enai} or {na ... .a} (negated OR).
