  I think Cortesi is right here.  o'i/o'inai scale it seems to me refers
to how circumspect you are in speakihg, You might use it when suggesting
to a muscular fellow that his hairpiece is on crooked, or when stating
something you are not certain of -- "The should be back on soon, I
think" (or my first sentence, for that matter).  e'u/e'unai are for
ko-type sentences, expressing either timidity or forcefulness in your
command, respetively.
