One can enter a cmevla into jbovlaste. See

words for "Hong Kong" in the list, as yet another example of variants.

Votes determine which definition for a word to use. Whether to use the word at
all will be decided by the dictionary editor, and I don't know how that will
happen.

There aren't any. There's a list called noralujv.txt, whose contents were
imported into jbovlaste by the user noralujv, but many of these defs are
unintelligible.

There isn't a list, but there's at least one discrepancy between the gimste
and the CLL: {fi'u-} is the rafsi of {cfipu} according to the gimste, but of
{frinu} according to CLL. ISTR that the BPFK awarded the rafsi to {frinu},
but I don't find it.
