Of course, these are strictly redundant, since
perfective implies no longer going on and going
on implies not about to start.  The added
emphasis (with the attitudinals for emphasis)
probably helps make the point, howver (though
{uo} with the perfective seems overkill).

I think someone suggested {ba'o naku}, the
completion of not-p for the beginning of p, but
that does suggest that the beginning was timely
rather than beforetime.
