{pe} and {be} belong to different selma'o and they have different
functions.

{be} attaches a sumti to a brivla. {pe} attaches a sumti to
another sumti. {be} can only be used right after a brivla (or other
tanru unit). It cannot be used between a gadri and a brivla.
