That's how I would interpret it.

"The event that you have given a promise is silly"?

Making a silly promise might itself be regarded as a silly act too, so
indirectly you might be implying that, but that's not exactly what "your
promise is silly" would mean to me.

"The event that you are keeping to fulfil you promise is silly"?

I don't quite understand what you mean by that.
