Yes. But lerfu can also be used as pro-sumti; if they are not 
explicitly assigned with {goi}, they are, by convention, taken to refer 
to "the most recent sumti whose name or description begins in Lojban 
with that lerfu". See

Hence, {.ibu} could reasonably refer to {la .Inisfris}.
