{pe} can also be nested. So why should {be} form an exception?

{pe} and {be} belong to different selma'o and they have different
functions. {be} attaches a sumti to a brivla. {pe} attaches a sumti
to another sumti. {be} can only be used right after a brivla (or other
tanru unit). It cannot be used between a gadri and a brivla.

The sequence is as follows:

You start with a tanru unit.
You can attach any number of arguments to it with be-bei- (the result
is a more complex tanru unit).
You convert a tanru unnit into a sumti with a gadri.
You attach to the sumti another sumti. There are three places where
you can place this attached sumti: between the gadri and the brivla,
between the brivla and {ku}, or after the {ku}.

A tanru unit with attached sumti can also be used as part of a tanru,
as in the tanru {broda be ko'a brode}. You can't do that with {pe} because
there is no sumti in {broda brode} to attach another sumti to.
