I'm not sure why you say you disagree. I agree with what
you say, which means that va'o by itself, without da'i,
already tags a hypothetical.

I usually think of nibli for things like:
(All men are mortal, Socrates is a man) nibli
(Socrates is mortal).
But I suppose you can use it more generally.
