Hah, I totally read it that way, too.

Sorry.  What I meant was that, taking cities as an example, 
you would lojbanize the names of those cities as pronounced 
by their inhabitants (i.e. the local language).  That's fairer and 
more 'neutral' than using their English names even though more 
people around the world may recognize the English name.
So the lojban name for India's largest city should be based on 
Mumbai even though more people around the world would 
still recognize Bombay.
