I have always understood {-gau} to mean that some agent does the {-} bit while {-ri'a} means that some agent merely causes {-} to happen, not necessarily having a part in the activity of {-}.

That comes out as:

"x1 knows that (something) is a method for x2 to be brought about"

Lujvo ending in -gau are very regular, they normally mean x1 makes
(whatever the other part is) happen.
