[lojban] Lojban spelling alphabet

This is a proposal for a Lojban spelling alphabet.

Properties:

* All normal letter words begin with the letter they symbolize.
* All normal letter words except five contain the letter they symbolize twice.
* No vowel pair occurs twice, except in {.alba}/{slaka}.
* All words are defined, except {.alba}, which is a nonce shortening
of {.alba'aka}.
* The words {denpa} and {slaka} match their conventional meaning.
* The word for space, {du}, is the only monosyllable.
* All consonants are represented by gismu.
* All vowels are represented by fu'ivla.
* All words are either brivla or GOhA.
