The stationary tube could have a room at the end which either spins or
doesn't, using a clutch.

If the reflectors are stationary but the tubes spin, the reflection of the sun
will move around the sky many times per hour in the tube's reference frame.
Maybe we could make do with three or four shorter mirrors, together with
mirrors attached lengthwise to the edges of the windows to direct the oblique
reflection onto the opposite land. Also, the ends of the mirrors could be
attached by cables to the tube, which would mean they wouldn't have to
support huge bending forces.
