I think you have that topic backwards. The topic should be whether
".i" should be added, not dropped. The best translation of "that's
big" is "ta barda" (or "tu barda").
".i ta barda", "ta barda .i" and ".i ta barda .i" are all
grammatically correct utterances, but they consist of more than a
sentence, they are a sentence plus one or more sentence separators.
The first form ".i ta barda" is much more common in usage than the
other two forms with ".i" added at the end, but it still has an added
".i". The only thing dropped in "ta barda" is the terminator "vau",
which is part of the sentence.
As for including all unneeded elidable terminators, that would seem to
go against their policy of "authentic utterances", since nobody really
speaks Lojban like that.
