I suppose that what is meant is the right words, not just the number. The autogenerated ones would not be intelligible Lojban, even if they were well-formed. The claim is basically, that we aren't "finished" because we haven't talked enough about enough things, certainly that there are things talked about in other languages which have never been mentioned in Lojban and yet are in the realm o fLojbanists' experiences (this to keep Piranha finished even though no one has talked about nuclear physics -- or plain physics -- in it). That we could talk about these, were we inclined to, without adding anything to the language but new words formed to established formats doesn't count. Of course, with a little thought, we could probably come up with some areas of experience never talked about in English -- but it would be a lot harder.

Lojban is not, because it doesn't have the vocabulary necessary to express everything that a native speaker might want to express.

We can [auto]generate the huge list of [random] words, put it to jbovlaste, give the access to anyone, wanting to allocate the word for a meaning, or just automatically allocate one for each word of each natlang. So, we'll get the "richest" vocabulary in a few months. Is that your definition of "polished"?
