That's correct; please don't touch secitons with assigned shepherds
that seem to have had significant work done on them.  If no work has
been done, just remove the shepherd's name and do as you like.

Since .xorxes. says all his sections are completed, why don't we just mark them blue? That'll tell people not to touch them and mark them as "ready for voting" all at once, and it means that 19 more sections are ready in one fell swoop.
