There is no official answer, because the official grammar does not
deal with "fa'o" and the grammar that deals with "fa'o" is not yet
official.
But unofficially, yes, it is a quoted "fa'o". "fa'o" can also be just
one more word in the word string quoter lo'u ... fa'o ... le'u, and it
can also be the second element of a ZEI-lujvo.
It can't be the first element of a ZEI-lujvo, nor can it be deleted
with SI, nor can it be BU'ed, because of the "first come first served"
rule of magic words.
(But it can be ZEI'ed, BU'ed or SI'ed if it is first ZO'ed.)
That's the unofficial answer.
