I'm not sure what you mean. If the rafsi structure remains, then this simplified rule won't work. This rule is for a reformed language, it is not a rule that merely hides the rafsi structure.

I just want to explain to noobs  how to detect valid brivla.
If a slinkuhi test needed then it's needed.

The slinku'i test is about rafsi structure. You also have to consider valid forms such as ".eslinku'i" which would break down into two words without the slinku'i test. 

I'm also not against {kibpapri} since it'd be automatically assumed to be expanded into {kibypapri}. va'i I can explain banning voiceless-voiced clusters in a separate rule.

"kibpapri" will be rejected by the phonotactics, but that's not the only function of "y". Compare "bratyrapli" with "bratrapli" for example. One is "bratu zei rapli", the other is "barda zei tarti zei pilno".
