Ernh?  Why does that need to be an indicator?  We already have ju'o
for the indicator form; for actually asserting a particular
probability we have:

 cu'o      MOI      probability selbri
                    convert number to probability selbri; event x1 has
                    probability (n) of occurring under cond. x2

and a few gismu as well.
