I was thinking of a numerically graded {ju'o}, but yes, adding a place
with {fi'o} looks like a different possible approach.

"Amount of certainty" would be {nilbirti}, at least with one
understanding of {ni}, which would give {fi'o nilbirti li ...}.

That looks a lot better than the horrendously long lujvo I was trying to
string together out of {lakne ka birti kei se klani}. I really should look
more carefully for useful cmavo before trying to build the whole idea out of
gismu.
