This is the problem with sei being internal to the lu ... li'u thing. You can't say "I heard him say '"I didn't hurt the baby", he said.' yesterday." Fortunately, I don't think that kind of thing happens much, if at all.

This raises more questions than answers: what if the sei in the
quotation is already followed by {sa'a} or {sa'a nai}?
