I really don't like that translation.  "used by" means {pilno} to me which is different from comprehending a thing.  If {jimpe} doesn't mean what the english "understand" means, then what does?  It seems like the concept of conprehending a thing would be one of those most basic concepts that practical communication needs.

Most of the propositional attitude gismu are more useless than they
look at first sight, yes.

Well, that's how I would say it in any case. To me it means that John
is languaged by English, not that he is specifically making use of it
right now.
