I think {ba'o} by itself would not indicate completion. We have for the termination point itself the three possibilities: mo'u broda (completion) de'a broda (non-completion) co'u broda (indeterminate for completion) I would say {ba'o mo'u broda} is the situation after completion, {ba'o de'a broda} is the situation after ceasing without completion, and {ba'o co'u broda} = {ba'o broda} is not determined either way. mu'o mi'e xorxes
