I would say "state" matches "xusra" better than "cusku". You don't
state "hello!", you state a proposition.
Why does the verbal connotation of "say" bother you so much, but the
same verbal connotation of "talk" doesn't?
 
Do you have a better suggestion for tavla than talk? Because I don't.
 
Your reason for rejecting "say" is not the same as Robin's. Robin
doesn't like it because to him "say" and "talk" are not sufficiently
distinct without context. But your reason for rejecting "say" for
"cusku" would also apply to using "talk" for "tavla".
 
My reason for rejecting "say" is the same as Robin's. I just happen to have more than one reason.
