I was just quoting what it says on that page. I don't know who wrote it, so I don't know who you should yell at for putting those words in your mouth. :)

The "in the world" part doesn't sound like anything I would say. In
fact, I always take pains to point out that neither "lo" nor "pa" have
anything in them about "in the world".

I might have said that to *refer* to something "lo" is better, since a
logical quantifier doesn't refer.
